L&T wins EPC contract for 400MW Bangladeshi gas-fired plant

A consortium of Larsen & Toubro (L&T) and Samsung C&T Corporation has won a $250m worth engineering, procurement and construction (EPC) contract from the Bangladesh Power Development Board (BPDB) for a 400MW gas-fired plant in Bangladesh.

The combined cycle power plant project known as Bibiyana South will be built at Bibiyana Upzila in Hobiganj district, Sylhet division. It is expected to be commissioned in May 2018.

As part of the contract, L&T will handle design, detail engineering, supply, installation and commissioning of the power plant on a turnkey basis.

L&T whole-time director and L&T Power CEO and managing director Shailendra Roy said: “That L&T has bagged the fourth order in Bangladesh firmly establishes its project execution credentials in that country.”

According to L&T, the Bibiyana South plant will feature a single shaft advanced class gas turbine, steam turbine and generator which it will procure from Siemens.

In December last year, the German firm Siemens agreed to supply an SGT5-4000F gas turbine, an SST-3000 steam turbine and an SGen-2000H generator, apart from associated auxiliary systems and the electrical and I&C systems for the Bangladeshi power plant.

The gas-based power plant project is expected to source natural gas from the Bibiyana gas field expansion project which was completed by Chevron in 2014.

The Bibiyana South plant comes under the major capacity expansion program of Bangladesh within the framework of its Power System Master Plan (PSMP) 2010.

L&T-Sargent & Lundy, which is a joint venture of L&T and Sargent & Lundy will handle the plant integration and detail engineering work.

On the other hand, L&T’s Gas Based Power Projects business unit will execute the Bangladeshi power project.

Recently, L&T had commissioned two gas based power projects in Bangladesh. These include the 360MW Bheramara Combined Cycle Power Plant Development Project owned by North West Power Generation and 225 MW Sikalbaha Combined Cycle Power Plant Project of BPDB.

The company is also holding an INR1,700crores ($260m) worth EPC sub-contract given by Marubeni Corporation for the Bibiyana III 400 MW Combined Cycle Power Project of BPDB.
